| Controlling Growth. |

Proven Record of Fighting to Control Growth.
As Planning Commissioner, Mike pressed for fewer residential
units, more office space, and more high-end retail development.
In fact, he opposed
over 11,000 new residential units! As Occoquan
Supervisor, he has continued this fight. He is currently working with the county planning staff to implement new "impact fee" legislation, which will allow the county to charge fees to new developments to mitigate the transportation impacts they help create.

Protect the Rural Crescent.
As Planning Commissioner, Mike opposed sewer connections in the Rural Crescent and voted against proposals that would have placed higher density residential projects in close proximity to this vital area. As Occoquan Supervisor, Mike has continued to protect this area by opposing zoning text amendments and proposals that would have shifted the boundaries of the Rural Crescent and permanently altered its rural character.

Make
Developers Pay their Fair Share. Mike's top priority is making sure that developers pay their fair share so that Prince William taxpayers don't get stuck with the bill for growth. In addition to impact fees, Mike supports adjusting proffer levels so they more accurately reflect the costs of new development in terms of education, public safety, and transportation.

Improve
and Enhance Older Communities. Mike wants to find ways to reinvest and revitalize instead of just rubber-stamping more sprawl. He'll continue to look for ways to utilize existing spaces and work for public / private partnerships to encourage redevelopment of blighted areas.

Preserve
Open Space. As Vice-Chairman of the Conservation Alliance, Mike worked at the grassroots level to encourage the protection and preservation of natural areas. As Occoquan Supervisor, he made sure that funding for open-space acquisition was included in the FY08 budget and also supports the county's effort to enhance the open space chapter of our comprehensive plan. This will help the county to preserve additional open space, develop a system of interconnected trails, and better protect our environment.

| Improving Transportation. |

Proven
Record on Transportation Issues. In 2002, Mike served on the Prince William County Citizen Road Bond Committee, where he advocated passage of an important county transportation bond. As Occoquan Supervisor, he has worked to make sure that this and other county transportation bond improvements are implemented in a timely and efficient manner. Prior to his service as Occoquan Supervisor, Mike worked as a Member of Congressman Tom Davis' staff to help the Congressman secure millions of federal dollars for Northern Virginia transportation projects, including the widening of 123, the widening of I-95, and enhancements to VRE and the PRTC bus system. Because of his experience in transportation issues, Mike's colleagues on the Board elected him as the Prince William County Representative to COG's Transportation Planning Board (TPB). In this role, he has been a tireless advocate for our community's commuters at the regional level.

Support
for Commuter Options. Mike commutes daily to his job as a lawyer in Arlington, so he understands firsthand our traffic mess. As a frequent driver of "slugs" and sometime "slug" himself, Mike wants to ensure that the HOV lanes remain a viable option for Prince William commuters. He opposed HOT Lanes as a member of the TPB, and he and his staff work constantly to ensure that commuters are adequately informed regarding new projects and construction schedules. Mike was also recently selected by his colleagues to serve on the Boards of the PRTC and VRE, where he will take an active role in enhancing Omniride and VRE service for our citizens.

Understands
our needs. Mike is a life-long Northern Virginian, and has seen our transportation situation go from bad to worse over the past twenty years. As a result, Mike will continue to fight to ensure that new developments pay their fair share to mitigate the new traffic they will create.

| Protecting Families. |

Support
Police and Fire and Rescue Services. Our community isn't immune from crime, and Mike has worked to keep our homes and families safe by supporting our police and fire departments and our rescue squads. In fact, despite difficult budget times Mike and his colleagues supported an FY 08 Budget that will provide 18 new sworn police officers and 30 new firefighters. The budget will also implement "pay for performance" so that these folks can be adequately compensated for keeping Prince William families safe and secure. Mike will continue to protect families and work to ensure that our public safety personnel have the tools they need to get the job done.

Crack
Down on Gangs. Mike understands that to address the growing gang problem in Northern Virginia, it will take both prevention and enforcement.
- Prevention:
As Program Director of the Prince William Boys and Girls Club, Mike has worked directly with the Boys and Girls Clubs staff to establish important prevention programs that teach our kids the value of steering clear of the gang lifestyle. As Supervisor, Mike works with countless community organizations and our public schools to keep our kids safe.
- Enforcement:
Mike is a proponent of strong enforcement. He supported ICE training in our regional jail so that illegal immigrants that commit violent crimes, such as MS-13 gang members, are immediately deported after serving their sentences. Mike supports expanding this training to the Prince William County Police, and he will also continue to work with our regional networks such as the Northern Virginia Regional Gang Taskforce to ensure Prince William cooperates with our neighbors in the fight against gangs.

| Easing
our Tax Burden. |

Fiscal
Leadership. Mike understands that government, just like a family, must live within its means. During the difficult budget times this past year, he worked with his colleagues to set priorities such as transportation, education, and public safety. It was a tough year, but Mike showed fiscal leadership to keep our county budget under control while still funding core services.

Enhance
Commercial/Business Tax Base. Mike understands that unless Prince William County diversifies its tax base, we will be overly dependent on residential real estate taxes. This leaves the county in a precarious position when the real estate market dips, as it did this past year. Mike has encouraged and will continue to encourage greater commercial development such as office so that the county can diversify its tax base and not be overly dependent on residential taxpayers.

Make
Growth Pay for Growth. Mike will work to ensure that future developments mitigate their impacts by providing monies for transportation, education, and public safety. Mike will also press for dedication of school sites, public amenities, and open space. This way, new developments won't overwhelm current taxpayers.
